Soltari Visionary is a weird one. Shadow is an old keyword ability that means an attacking creature with Shadow can only be blocked by a defending creature with Shadow, and a defending creature with Shadow can only block an attacking creature with Shadow. Essentially, the Shadow creature is unblockable due to the lack of Shadow cards that see play in Commander. And since not many Commander players incorporate these creatures into their lists, cards such as Soltari Visionary can repeatedly destroy Enchantments without much issue. Enchantments are one of the most popular card types in Commander, with cards such as Smothering Tithe, Rhystic Study, and Doubling Season being some of the best you can play in the singleton format.
Granted, not every White-based Commander strategy wants to incorporate Soltari Visionary.
